Iran has executed Arman Abdolali, accused of murder at the age of 17 for violating international law.

As per the Amnesty International, Abdolali was a child when he was arrested before undergoing “manifestly unfair trials under the guise of a confession of violence”.

He was hanged in the royal city prison near Tehran this morning.

Abdolali was sentenced to death for the first time since her fiancé in December 2015. Ghazala Shakoor disappeared a year ago.

His body was never found and the court concluded that he had killed it without a trace after reaching “spiritual maturity” and understanding the nature of the crime.

However, Diana Althawi, Amnesty International’s deputy regional director for the Middle East and North Africa, said: “The use of the death penalty against anyone under the age of 18 is prohibited under international law and constitutes a heinous attack on the human rights of children.”

In reaching a verdict, the court relied on the advice of a juvenile court adviser, who said Abdul Ali understood the ‘heinous’ nature of the crime.

The Supreme Court upheld the decision in 2016, although he was held in solitary confinement for 76 days and repeatedly beaten before he could confess.

However, no investigation was conducted and the court said the “confession” was “unequivocal”.

Abdolali has tried again last year after a juvenile justice lawyer withdrew his previous opinion on the grounds that he said he had never met the accused or investigated his case.

His trial focused on his apparent maturity at the time of the crime, and years later it was discovered that his sentence was upheld.

Amnesty International called for an end to his execution on 11th October, but Iran carried out the massacre today.

UN human rights experts have also called on Iran to suspend the execution.

The Office of the United Nations High Commissioner for Human Rights in Geneva declared that “international human rights law prohibits the death penalty to anyone under the age of 18”.

As per the Amnesty International, 246 executions took place in Iran in 2020.

Iran has often been the subject of international criticism for violating the Convention on the Rights of the Child and the International Covenant on Civil Rights, as well as guidelines ratified by the Islamic Republic.

Under Iranian law, boys over 15 and girls over 9 are treated as adults and can be sentenced to death for certain serious crimes.

But article 91 of the Iranian Islamic Penal Code gives judges the power to commute the death penalty to an alternative sentence if there is any doubt about the perpetrator’s ‘maturity’.

However, human rights groups say there is no standard of proof to demonstrate the level of maturity required for execution.

Al-Tahawi said: “This case shows the serious shortcomings of Iranian juvenile justice.”

Sajjad Sanjari, who was only 15 at the time of the crime, was secretly hanged earlier this year.
