The Government Is Commissioning A Controversial Company To Over-sees Internet Traffic

The Pakistani government has commissioned a controversial Canadian company to over-sees Internet traffic in the country. Network equipment provider Sandvine will develop a countrywide web monitoring system, as stated by Codastory.

This Network equipment providing company will deliver the tools to monitor and analyze all incoming and outgoing Internet traffic from Pakistan. In the past, this company came into the news when it was researching the illegal sale of its services to the governments of Turkey, Egypt, and Syria. A Canadian civic laboratory investigated the Sandvine DPI was used to redirect users to downloading legitimate spyware-bundled programs.

The Pakistan Telecommunication Authority (PTA) had previously instructed the telecommunications companies to develop their own suitable technical solution for monitoring and to limit the “gray traffic”. In March 2018, the PTA published on its website a call for tenders for a national web monitoring system (WMS).

Instead of the controversial past, PTA signed a contract with Sandvine. According to the agreement of 12 December 2018, the agreement had a value of 18.5 Million Dollars. The new system will use Deep Packet Inspection (DPI) to monitor every single activity on the Internet in Pakistan.

Azam Khan Swati, Minister of Parliamentary Affairs, said to the Senate, “The PTA had asked Inbox Business Technologies and Sandvine Inc to provide equipment for monitoring gray traffic.”
